Research Space Commitments

When the University accepts a sponsored project, it also assumes the responsibility to provide adequate space for the duration of the project as defined in the proposal and/or award.

Primary responsibility for the allocation and management of space is assigned at the unit level. The initials on the Proposal Approval Form are understood by central administration to be a general commitment by the originating unit that either the space specified will be made available for the duration of the proposed project or that adequate alternative space will be provided by the unit. In situations in which the proposal is submitted through a unit other than the one with responsibility for the space, it assures that the latter unit has reviewed and approved the proposed space commitment.

Adjusting space assignments
A unit subsequently may find it necessary to adjust space assignments in balancing competing requests. However, alternative space assignments should be made only after reasonable notice and consultation with the Project Director. Faculty researchers have a right to expect that any reassignments of space for the conduct of an actively sponsored project be done only when absolutely necessary and only after reasonable notice and an opportunity to consult on the adequacy and appropriateness of the alternative space. In exceptional cases, the displaced faculty member may consult with the Vice President for Research if he or she believes that the alternative space arrangements are not in keeping with the University's obligation to the research sponsor.

No-cost time extension
It is possible that a unit head may wish to raise the issue of assigned space with a Project Director prior to approving a no-cost time extension on a sponsored project. Such extensions and related space commitments for defined periods of time may be essential to the fulfillment of institutional and individual obligations, but should not be interpreted as departmental, college, or institutional space commitments in perpetuity.

Drug-Free Workplace certification
The designation of a specific research site (by building and room number) also serves as a basis for the University's Drug-Free Workplace certification, required for all federally-sponsored projects. To assure continued compliance with the Drug-Free Workplace Act, units should inform DRDA when alternative space assignments are made. The DRDA project representatives can then determine whether, under the terms of the agreements, the sponsor should be notified of those alternative space arrangements.
