Be sure to check individual submission requirements. The national laboratories do not necessarily follow suit with the rest of the DOE. Some require proposals to be sent via IIPS, via hard copy, or even email. Each individual solicitation addresses the exact way that DOE wants to receive the submission.

Grants.gov is the federal web portal for finding grant opportunities from any federal agency and locating application packages, as well as where DRDA submits applications that now require electronic submission.
