A. Nanoscale Interdisciplinary Research Teams (NIRT):
An organization -- a university, or a campus in a multi-campus university -- may submit no more than two (2) proposals on which it is the lead organization in response to this solicitation. The same organization may be a collaborative partner in any number of other multi-organization group proposals in which it is not the lead. An authorized organizational representative of the lead organization will make the selection of the proposals that are submitted. Proposals submitted to other NSF programs are not eligible for consideration by this competition. NIRT proposals involving more than one organization must be submitted as a single administrative package with the managing principal investigator from the lead organization.B. Nanoscale Exploratory Research (NER):

An exception is made for an additional NER proposal that may be submitted in "Societal and Educational Issues Associated with Long-term Research Science and Engineering Advances" (see Research and Education Themes in Section II). At least one NER proposal submitted by an organization must have a PI or co-PI at the level of assistant professor or equivalent. An authorized organizational representative of the lead organization will make the selection of the proposals that are submitted. Proposals submitted to other NSF programs are not eligible for consideration by this competition. NER proposals involving more than one organization must be submitted as a single administrative package with the managing principal investigator from the lead organization.
Cost sharing is not required
Synopsis
The National Science Foundation (NSF) announces a program on collaborative research and education in the area of active nanostructures, nanosystems, and on the long-term societal change associated with these innovations. Active nanostructures change or evolve their structure, property, or function during their operation. The goal of this program is to support fundamental research and catalyze synergistic science and engineering research and education in several emerging areas of nanoscale science and engineering, including:
- Active nanostructures;
- Nanosystems with improved functionality and new architectures;
- Hierarchical nanomanufacturing; and
- Long-term societal and educational implications of scientific and technological advances on the nanoscale.
This solicitation provides support for Nanoscale Interdisciplinary Research Teams (NIRT) and Nanoscale Exploratory Research (NER).
Prospective proposers are encouraged to contact one of the program officers listed in this solicitation for additional guidance on suitability of a NER submission if there are questions.
UM Internal Competition Guidelines
As you will note from the NSF 06-595 guidelines, the University of Michigan may submit only (2) two NIRTs and (2) two NERs, with a possible 3rd proposal.
If you are interested in claiming one of UM's proposal slots, as part of your overall project summary include:
- Project Title (List Category ) and Estimated Total Project Budget
- Names of collaborators
- 2 page CVs for collaborators
- Up to 3 page summary of proposed NIRTor NER
- List of current related funding for each investigator
- List of all joint publications by the investigators
- List of all jointly-supervised Ph.D. candidates to be used.
- If this is a re-submission of a turndown proposal submitted from a previous NANO competition, please provide the reviewers comments
Based on UM experience with previous competitions, we have established the following criteria for this selection:
- An individual should appear as lead PI on no more than one proposal and on no more than one other as a co-I.
- Proposals that emphasize unique properties or characteristics of systems at the nanoscale level will be given highest consideration. That is, there should be some clear advantage that can be ascribed to the nanoscale.
- Priority will be given to teams that have a history of substantive prior collaboration, as evidenced by previous joint publications.
- The summary needs to identify targets to aim for when appropriate. Each of the thrusts should have a purpose and each should be related to the other. That is, what is the envisioned benefit from this research program?
We will need to receive your project summaries for the all slots by close of business on Monday, October 2, 2006 (5:00 PM). If necessary, you may be invited to present to an internal review committee.

- Each summary submitted for review should also be given to the appropriate Research Dean by the Project Director/ Principal Investigator.
The Vice President for Research, in consultation with others, will decide which proposals should be developed for submission via FastLane to NSF. The finalists for each category from this internal competition will be notified no later than October 13, 2006 of their selection.
