Office of the Vice President for Research Policy on Earmarks and Research Support

The University of Michigan supports competitive peer review as the primary and best mechanism to allocate Federal research funds. Consequently, it is the policy of OVPR not to seek or accept government earmarks in support of faculty research.

Furthermore, if any member of the University faculty or staff pursues a research earmark without approval of OVPR, the University reserves the right to turn down the appropriation and return the funds to the federal government.
